All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. Passed by Congress June 13, 1866, and ratified July 9, 1868, The New York Times commented, on the amendment passing, ON JULY 17, 1868 …”And why should it not have been accepted? It simply proclaimed that all citizens born or naturalized int he United States were citizens of the United States and of the State in which they resided.” (NYT The 14th Amendment, 7/17/1868).
